Expose stall-cycles (KcUtils::PerformStallAnalysis) to the rga cli

Hey there,

Exposing utils/shae stall-cycles directly into the rga executable looks like it would be pretty useful.
It appears like most of the plumbing has been put together, but for whatever reason it never seems to actually be possible to pass it as an argument.

Would it be possible to expose this?

Thanks for expressing interest in this feature.

This KcUtils function references an internal feature that had been dropped - it should have been removed.
There are other features on the RGA roadmap for static bottleneck analysis - stay tuned.
