Set sampling time for simulation

Hello,
I followed the tutorials presented in this repo. I have a question about the simulation configuration.
I've tried to rerun a custom simulation but with a 15 min timestep and 24h duration. I noticed that the simulation took 84600 steps instead of 96. I've tried by setting the timestep_frequency and timestep_increment to 900000ms.
After searching in the documentation, I didn't find somewhere that mention how to use theses two variables. I investigated also in the gridappsd-python package to understand more and it seemed that they are ignored for now.

It means that the timestep variation is not implemented yet?
