Dataset Detail Page Layout Improvements

User Story

In order to quickly locate and access dataset resources, data users want key information (title, description, download links) at the top of dataset pages with clearer distinction between data and metadata information.

Acceptance Criteria

• GIVEN a user is viewing a dataset detail page
  WHEN they scan the page
  THEN the Resources section appears immediately below the dataset description (not below keywords)

• GIVEN a user wants to access dataset resources
  WHEN they view the Resources section
  THEN they see distinct "Download" and "Visit Page" buttons for download URLs vs access URLs

• GIVEN a user is viewing a dataset detail page
  WHEN they look at the right panel
  THEN Contact information appears above Access & Use section in the upper right

• GIVEN a user wants to understand when data was created/updated
  WHEN they view the right panel
  THEN they see a new "Dataset Information" box containing: Data First Published (issued), Data Last Modified (modified), and Data Update Frequency (accrual periodicity)

• GIVEN a user is viewing metadata import information
  WHEN they look at the right panel
  THEN the box is labeled "Metadata Information" (not "Dataset Information")

• GIVEN a user is reviewing dates on the page
  WHEN they read date labels
  THEN "Metadata Last Checked" is renamed to "Metadata Imported"
  AND "Last Modified" is renamed to "Data Last Modified"
  AND "Harvest Record" is renamed to "Imported Metadata Record"

Background

Current problems:

• Keywords dominate the visual hierarchy when scanning the page
• Users have to scroll to find download links
• Confusion between data dates vs metadata dates
• No quick way to see when data was first published or update frequency
• Metadata-focused labels don't distinguish data information clearly

User needs:

• Quick access to "how do I get this data"
• Clear understanding of data freshness and update schedule
• Distinction between metadata management info vs dataset info

Security Considerations

None - UI layout and labeling changes with no security implications.

Sketch

• Design new layout with Resources section moved below description
• Add "Download" and "Visit Page" button styling/labels to Resources
• Move Contact box above Access & Use in right panel
• Create new "Dataset Information" box with issued/modified/accrual periodicity fields
• Rename existing box to "Metadata Information"
• Update all date-related labels throughout the page
• Test responsive layout on mobile
• Verify all changes work with various dataset metadata completeness scenarios
