Fix ONRR Search Results - Abbreviation Not Matching #5677
Description
User Story
In order to find all datasets from the Office of Natural Resources Revenue, users want to be able to search using the "ONRR" abbreviation and get all 14 datasets (matching current data.gov behavior).
Acceptance Criteria

GIVEN a user searches for "ONRR"
WHEN the search executes
THEN all 14 ONRR datasets are returned (matching current data.gov results) -
GIVEN ONRR metadata contains the abbreviation in the metadata
WHEN the search index is built
THEN "ONRR" is associated with "Office of Natural Resources Revenue" for search matching -
GIVEN a user searches for publisher abbreviations
WHEN similar abbreviations exist in metadata
THEN the search returns expected results consistent with current data.gov behavior

Current behavior:
- Beta catalog search for "ONRR": 1 result
- Current data.gov search for "ONRR": 14 results
- All 14 datasets exist in beta (can find by searching "Office of Natural Resources Revenue")
- The abbreviation "ONRR" exists in all metadata records
