In catalog search, all filters are lost after sort change

When you change the sorting option, it keeps search terms, which is good, but it drops all filters.

How to reproduce

1. go to https://catalog-beta.data.gov/?q=&sort=relevance&spatial_filter=&keyword=Environment
   notice the Environment keyword filter
2. change sort to popularity

Expected behavior

Environment keyword filter stays

Actual behavior

Environment keyword filter is gone
