Argument processing: avoid nargs

The argparser subcommand feature does not work well with nargs parsin, apparently, so lets just avoid it and specify lists 
as a single string with comma-separation. 
Already done  for labels, still needed for exts and the options of tasks token classificaiton and chunking

Make sure we do this in the export and import commands equally
