Energy Share Requirement over Full System

I am trying to add an Energy Share requirement of 70% renewables over an 11 zone system (For example, it would be okay if one zone has 30% renewables and another has 100%, as long as it averages out to 70% renewables as a whole). Currently, my Energy_share_requirement.csv file looks like this:

Is this applying a 70% requirement to each zone individually? Or is it applying a 70% requirement to the system as a whole? If the former, is there a way to instead apply it to the system as a whole?
