Db2 TIME format issue

In row validation values for TIME columns are output as HH24.MI.SS instead of HH24:MI:SS which then fails validation with other systems.

I've made time formatting changes on the attached branch but now tests fail due to:

CLI0109E  String data right truncation. SQLSTATE=22001 SQLCODE=-99999
E               [parameters: ('DEFAULT_REPLACEMENT_STRING'

This is because the result of the formatted time is 8 characters and cannot combine with DEFAULT_REPLACEMENT_STRING in a coalesce().

We need the fix in issue #1661 before a PR can be raised for these changes.
