#49 Issue 49: [Governance] Threshold-Based Revocation


Description:
Revoking a grant shouldn't be a one-person decision. Require a 2/3 majority vote from the DAO council to trigger revoke_grant().
Acceptance Criteria:

[ ] Integrate with the existing vote() logic for revocation proposals.
