When an SMS is received while the pone is off, the messaging app shows no notification. I.e. those SMS can be seen only after the user explicitly starts the messaging app, what is quite unhandy.

Steps to reproduce:

1. Turn off your phone.
2. Ask someone to send you a SMS.
3. Wait a little bit to make sure the SMS has been processed by the carrier.
4. Turn on your phone.
5. Wait until the phone has fully booted and all apps had time to start.

Expected result: The messaging app shows a notification for the SMS from step 2.

Actual result: No notification is shown for that SMS. However, when starting the app, the SMS is shown as unread.

Messaging app version 12, GrapheneOS build number 2025092700. On my phone, the messaging app has all permissions it wants.
