Steps 6.14.1 and 6.14.2: HoH or adult restriction is missing(?)

Hi @MollyMcEvilley ,

I am wondering whether we need to apply a HoH or adult restriction in Steps 6.14.1 and 6.14.2.

There is a case where a project stay from the report universe remains active after the report end date (and is still active today), so CH fields have been entered for the client. However, for the report period, the client is age 17.

In this scenario, should the report use the currently available CH values, or should they be excluded based on age (in many other places we do have adult or hoh logic)?
