Core DB missing from Delivery Server on Sitecore 9.1

With the change to federeated authentication, delivery server by default don't have a <database id="core"...> tag anymore (or - more specifically, it's disabled by role in the Sitecore.config file). This leads to an error with the package deployer.

Are there any plans to change this?
