tags are strangely concatenated

when generating a test site, the tag list on the left side of /search/cases includes concatenated sets of tags, e.g.:
TYPE OF INTERACTION
"lock-up, traffic stop"

TYPE OF WEAPON
"nightstick, taser"

TYPE OF MISCONDUCT
"destroy/conceal/fabricate evidence, retaliation, threats/intimidation"

PLAINTIFF DETAILS
"physical disability, pregnant"

OFFICER DETAILS
"on duty, later charged"

OUTCOME
"charges filed - other, hospitalized"

... to name just a few. These comma-delimited tag groups should actually be distinct sets of tags. i.e., "physical disability, pregnant" under Plaintiff Details shouldn't be a single tag but instead should be two separate tags: "physical disability" and "pregnant."

This issue only occurred on branch buildfixes

I think this is because the spreadsheet has these fields separated with commas, but the logic in the tags handlers expects the tags to be separated with | pipe characters.
