Modify: ci-latest-release for vcpkg build & cache

In a future PR.

Intent: The iccDEV Bundle should always build from Source.

The current vcpkg windows bundle is at URL https://github.com/InternationalColorConsortium/iccDEV/releases/tag/v2.3.1

During H2/2025 Upstream instability resulted with the need for a cache bundle to reduce CI failures for Windows Builds.

Tasks

• Update the Windows vcpkg cache
• Add Tags on Releases

Then:

• Modify ci-latest-release
  • Build Windows Dependencies from Source
  • On Error use vcpkg cache
  • Add check for sha if cache

The current workflows bypass the vcpkg dependency builds using:

The workflow should revert to prior behavior:

cd iccDEV
vcpkg integrate install
vcpkg install
cmake --preset vs2022-x64 -B . -S Build/Cmake -DCMAKE_EXPORT_COMPILE_COMMANDS=ON
cmake --build . -- /m /maxcpucount
devenv RefIccMAX.sln
