When any resource links to a URI representing a legal basis (any), the proposal is ONLY to link to the latest applicable amendment.

Any submission should therefore only link to ONE URI, as the knowledge graph can reconstruct the sequence of amendments which exist for that eli:LegalResource.

Could be validated through a SHACL rule on the max number of legal refs being a TSI.

Agreed. However, sometimes I see CLDs referring to a certain TSI with amendment (ok) but also additional texts, e.g. that one of the referenced standards (e.g. ERA/ERTMS/033281) has been used in a newer version than referenced by the TSI and its amendment. Actually, this could be considered to be just a hint, but it may influence the authorisation for certain member states (if their NNTR require a newer version than the TSI of that standard). Don't know how to consider this.
