[RFU-STR-001] Certificates belong together, also as scope of declarations

As remarked by cw: CLD's combined as per allowed module combinations, must refer to each other.

A property replacing erava:combinedWith must be provided, as that one is not formally defined.

Note that ec declarations must refer to valid combinations as well, and can in some cases point to large sets of such valid combinations. In the case of QMSA replacing a previous QMSA, the link must be as such that the correct chronology is reconstructbale from the KG.

From meeting [31/03/2025]: the link between CLD's is not to be created directly:

• Every combination of CLD's used together as evidence for a ECDeclaration must be grouped in vpa:Evidence or era:DocumentSet. This means that certificates will be grouped in sets of 1, 2 or 3 and serve as Evidence for a ECDeclaration.
• ECDeclaration must link to this(these) set(s) using dcterms:requires.
