There is a bug in the mining level of the Copper tool

Copper tools have a bug, sometimes mining level is equivalent to iron tools, sometimes equivalent to cobblestone tools, This confuses me.
The game version is Forge 1.20.1

I've found that sometimes copper pickaxes can mine gold ore and diamond ore, like iron pickaxes. But most of the time it's about the same as a stone pickaxe
And my previous description is a bit problematic, it should be "Harvest level" instead of "mining level"
When the Copper Pickaxe is able to mine gold ore and diamond ore, the "Harvest level" is 4
