Output full rule string used in `additionalEditorconfig` as part of failure report

The current failure report names the literal ktlint rule violation, but mapping those to what is accepted by the plugin is opaque and somewhat tedious.

Outputting the accepted rule format would make disabling unwanted rules easier. Eg

(667, 174): Unexpected spacing before ")" plugin:(ktlint_standard_paren-spacing) ktlint: (standard:paren-spacing)
