RibbonViewModel(OutlookRibbonType.OutlookMailCompose) Does not work

Adding this attribute to the class does not render the ribbon the compose view for an email. However the same addin if decorated with [RibbonViewModel(OutlookRibbonType.OutlookExplorer)] correctly renders in the Outlook explorer main window.

Outlook 2010 and 2013 both tested.
