Initialize creates empty EpExpress rendering item

I just included this in my Sitecore 10.1.1 solution and basically it works fine. But the EPExpressTab.Pipelines.Initialize.Initialize processor does create the EPExpress rendering item at core:/sitecore/client/Business Component Library/version 1/Layouts/Renderings/Containers/EpExpress as an empty item. Means that all the fields are empty. The same happens for the tabs, but those are updated after another start of the service.

I did some tests and within my solution it does only work if I remove the "EventDisabler" around it. But I do not figure out why and it's not clear what happens if we would remove the EventDisabler. Does someone else has the same issue or any hint about this problem?
