Feature request: Windows OS support

I would like to request a support for Windows operating system. Currently, rclone can be utilized using an executable file in Windows. Maybe the library can be configured to the location of the .exe file so it can be usable to Conda/Python in a Windows environment.

Haven tried, but it seems the code only assumes rclone.exe is on path.
