The \Justuno\M2\Plugin\Framework\App\Router\ActionList::aroundGet() plugin is needed to serve the /apps/justuno/service-worker.js request: https://www.upwork.com/messages/rooms/room_e6b2d182b68bdb5e9bf343521534b1b6/story_7ec9dd7aed34574b0a590c0a81122941
The only way to eliminate this plugin is to change the service-worker.js request ending to something else without the . and - characters, e.g.: /apps/justuno/serviceWorker.
