Update tom_classifications for the OPM system

The tom_classifications module provides a number of visualization tools designed to combine classifications from different brokers for easier evaluation.
The module likely needs updating to match the dependancy versions used for the OPM.

The revised module can be used in the OPM after resolving a migration issue. Modifications of a fork can be included as soon as brokers and filters are in place. This is likely going to change further parameters. Alternatively, a second module tom_prioritization could be started.
