It is a standard practice to include definitions where the word of phrase being defined becomes the identifier for the section of legal text.

It would be convenient to be able to detect double-quoted phrases as the start of an indented line as definitions. Akoma Ntoso also has specific syntax for encoding them, which might be valuable for other purposes, including the ability to link terms elsewhere in the act to their defined meaning.
