Audit MAAP Bucket Tiering

While looking into another issue I noticed we're still getting charged a fair amount for "Standard Storage" usage despite having defaulted to Intelligent Tiering (FA, IA, AIA) on most buckets.

Looking at our 2 primary buckets:
maap-ops-workspace 3.7 TB in Standard (has a config)
nasa-maap-data-store 14.8 TB in Standard (config is missing)

So I think we need to revisit our Lifecycle Policies, to make sure they still exist, and are working correctly.

One possibility is that most of these files are younger than 30 days. Would be good to confirm.
