Google map licensing issue

Thank you for the interesting work. As far as I know, Google Map has strictly restriction in distributing Google Map data and service including Maps. Is there any collaboration or contract to Google in order to publicly open this dataset? Especially the current dataset is under the Apache 2.0 license.
