branch logbook-issue104056 is to deal with issue home-assistant#104056

Test will be straight forward.
Create a logbook for a property that does not change frequently.
The current value will be the first entry in the logbook with a timestamp of when the logbook entry was created. This not strictly accurate since the timestamp of when the value changed to current is unknown.
All following entries will have the correct timestamp of when the value changed.

A mechanism to maintain current behaviour of waiting for a change to log first entry would be good, if possible.
