Top toolbar location? Can we move it easily enough?

My current "fullscreen" implementation is leaving the toolbar kinda orphaned near the top, but not, at the top. I have the nav & status bar transparent, so it is looking funky.

I quickly scanned the repo, but saw no standard way to relocate it. Wondering if anyone has tips?
