Figure out how to deal with the patched xrfdc

As @JennySmith888 pointed out this is the main blocker for a smooth installation, we may want to vendor this or try to upstream the MTS crap and get xilinx to publish `xrfdc` and `xrfclk` on pypi

This is a tracking issue for these bugs
