Accessing the Mothership UI?

Does the latest installer for Raspberry PI include the Mothership? I can access the Scout UI with no issues on port 80, but I am unable to access the Mothership UI on port 8000 (like in the ALA demo video at https://youtu.be/RT63lMfUwMw )
