Limit registration as a moderation tool

1. Ability to enable/disable registration on the server side
2. Ability to register users via already authenticated accounts.

For 2, I think that'd mean /users/register could take Option and if registration is restricted, you do need to supply an api key to register. So operators of clusterizer could direct registration through a discord bot or something else to limit who can register.
