Database version is coded into POMS configuration

The database version is used as part of the configuration field of data files and datasets created in POMS campaigns. Currently the DB version is hard-coded into the POMS configuration files. This means we have to create a new tag and musing anytime we want to bump the database version, even if no code or procedures have changed. A better design would allow setting the database version at the time the campaign is launched. Allowing the database version to be updated during a campaign could also be beneficial.
