Move Entry Fee money collection into MONITOR event

Currently, we are collecting money in the same event priority that we check teleport permissions. However, if another plugin cancels the teleport, we probably shouldn't collect entry fees. Moving money collection to MONITOR priority should allow us to only collect after we're sure they're going to teleport.
