Institute better CI/CD pipeline

Currently, the CI pipeline is limited to pull_request backend checks. Once the frontend is migrated to Vite or Next or whatever (so the project will hopefully take less time to build), we should also run frontend checks and end-to-end checks (which currently do not exist).
