Redundant reanchor on Consensus layer request timeout #641
Description
When we recover the forced inclusion block 2388, we receive Consensus layer request timed out, but reanchored block successfully receive the sidecar from the Consensus layer. We should not reanchor. We just need to send the request one more time.
