Throttling issue creation #31
Description
I notice that createComments has nice throttling and an ETA system. Ideally it could be ported to createIssues.
My experience with createIssues was that I had to repeatedly wait a minute and run it again. For repos with many issues (100+), this was a bit annoying. updateIssues also seem to have the throttling (but no ETA), so I think it's just createIssues remaining.
