Add switch to process all components

Currently, by default, rcat_noresm.sh compresses and potentially moves output from the CICE component.
The proposal is for a new option, --comp all, which would search for and compress all the components in the indicated case directory.

Note, in order to do this, the script will need to be able to deduce the component name (e.g., cam) from the component model type (e.g., atm).
