repair: also act on textual ConsistencyError #70
Description
In https://github.com/qurator-spk/ocrd_repair_inconsistencies, what our PageValidator reports as ConsistencyError gets repaired by trying to re-order via coordinate centroids (in tandem with @textLineOrder for regions and @readingDirection for lines).
Whether or not we do that or simply reproduce the order of the higher-level text as new element order: this should be attempted when the report shows such errors.
