[FEATURE]: Add conversion from/to Transition Zero yaml format

Feature Request

Transition Zero have developed an exhaustive but concise format for defining an energy system model using OSeMOSYS.

It would be great to translate to and from this model definition format.

Here's an example for how the files look.

I think this will be a great addition!

Just adding in a couple additional links to the TZ-OSeMOSYS docs that may be helpful to reference when addressing this issue:

• Create a RunSpec Object from CSVs
• Create an OSeMOSYS model from otoole CSVs using the tz-osemosys package
