I read Oasis is completely decentralised at https://hackernoon.com/the-state-of-decentralized-exchanges-235064446ab0. I interpreted that as meaning any ERC20 token can be issued on your platform and you have some sort of escrow account that assures transfer of W-ETH and the token being issued (offered/sold), at the same time to the buyer and seller. Did i comprehend the article correct?
