Summary
Create a new database doesn't offer a OneDrive location to save it
Motivation
We use Microsoft OneDrive as our cloud storage, not Google Drive. Our KDBX file is synchronized bettween our PC and mobile via OneDrive. Actually, whe we create the database from a PC, we can store it on our OneDrive. When we use OneKeePass mobile we can open an "existing database" while browsing OneDrive also... Then we can use a KDBX coming from OneDrive !
The OneKeePass mobile application, in "open an existing database" allow us to navigate local drive, Google Drive, Microsoft OneDrive without problem.
The OneKeePass mobile application in "create a new database" doesn't allow us to navigate through Microsoft OneDrive, but it allow to navigate through local drive and Google Drive... It miss something to browse properly the cloud locations. Then. it's impossible for us to create a new database from mobile device if we would use it from OneDrive location.

Considered Alternatives
The onliest method to make a workaround it to save the KDBX locally on mobile drive, the from internal file manager copy/share the database on OneDrive, delete local copy manually, re-launch OneKeePass, remove the database from history list, open an existing database from OneDrive location. Or request to our users to create their database from Windows PC first. It's not a easy way for all users...
