"Shuffle" under the Audit Log heading

In the [The Audit Log](https://github.com/criteo/addressable-network-proposals/blob/main/mvp-spec/audit-log-design.md) document there is a list of bullet points under "The Audit Log" which includes "Shuffle the list of Transmission Results". Can someone explain what "shuffle" means in the context of this document?
