TSProject - annotations need way to be considered in Y-axis limits #230
Description
The coordinates for graph annotations currently are not considered when determining the limits of the Y-axis. This is often OK and should be the default behavior. However, there are cases where an annotation needs to always be shown, for example the budget line. Need to add a time series product property for annotations like IncludeInAxesData (but maybe something more clear).
