ReadTableFromDelimitedFile - string with curly single quote is not read

Reading the following file results in the AssetDescription being empty for Van Dine (Katy's) Church. The problem may be because the single quote is actually a curly quote that needs to be properly decoded. It may be that UTF-8 is not handled properly. It should hopefully not take too much effort to fix.
