Issue description

I'm submitting an open dataset with a corresponding OEMetadata string for review.
Please see review_process.md for technical detail.

Table with max and min supply potential of natural gas for each grid node for all scenarios of TYNDP 2020 (Ten-Year Network Development Plans).
