PEP-19: General Discussion

@servilla, when you get a chance, would you mind reviewing the PEP and providing comments on the high-level functional requirements? Once we finalize these, I will add additional details regarding the implementation.

Recent discussions in various side channels have led to the conclusion that, instead of developing a new service for PEP-19, we can integrate its proposed functionality into the existing ridare service. ridare already provides similar capabilities, retrieving EML elements from documents, with optional HTML formatting. The primary gap to address is supporting filtering on multiple elements. Additionally, converting output to JSON may introduce unnecessary complexity for ridare, but this aspect still needs further discussion.

The next step will be to revise PEP-19 to reflect this new direction. The updated PEP-19 will outline the functional changes and provide a detailed implementation plan for incorporating the required functionality into ridare, effectively serving as a design document.
