Base Implementation Design

Layout the boiler plate C++ project, repo, and base, 3-stage pipeline design for the project. Members will be able to commit work to the stages they are working on.

- Create and manage the GitHub repo
- Setup a C++ project
- Create the base of the pipeline with empty stages that members can commit work to later
