Add the ability to create a section for a specific user only

ARasool on Reddit suggested that SimpleAlerts implements a section that can be solely for a users events. This was their scenario:

Group one - Tom
Group 2 - JOHN
Under each group, there would be an option to allow a specific person, or twitch ID to be added for the type of alert - ie- host / raid. In this case, someone who donated frequently can have their own alert!
