Update Sentry Native for the Windows platform #1

Update the Sentry libraries for Windows
yeah apparently im a linux user.
so i need someone to compile the latest version of the Native SDK for the Windows platform (in x64 ofc but it will compile in 64-bit by default).
all you need is CMake and download the release here https://github.com/getsentry/sentry-native/releases/tag/0.8.3
