HAZEL - Add / Improve Primary Care Assignment #15
Description
Previously FRED was assigning Hospitals to Households. If an agent needs to seek healthcare, they go to the one assigned to their household. For the HAZEL studies, we need more detailed assignment.
- Assign a Healthcare Facility to an agent at startup using various parameters
- Household distance to each facility
- The size of the facility
- Whether the facility has already received its proportion of agents assigned to it
- Whether the facility accepts the agent's Health Insurance
- Distribute proportional assignments to Healthcare Facilities
- Get the total number of agents that can be seen daily by all facilities (Panel Size)
- Get the proportion for a given Hospital (Healthcare Facility) by dividing its own daily max by the global max
- Multiply that proportion by the total population in the simulation to get the Max Number of agents assigned to each Hospital
